In terms of filmmaking this is what we call a ‘Cat Scare’. Typically this technique is used within horror flicks but it can also be understood through other mediums. We are essentially making the audience feel as though the tensions and surprise element of the watch is over, only to then reintroduce the infliction of the watch thus raising the tension back up. It’s purpose is essentially to allow us and the character to assess the situation that has just occurred instead of continuing the situation through the entire instance. It is very important that through intense situations your character approaches the suspense through stages and we consistently hint at the fact of ‘is it over’ ‘oh no never mind its getting worse’ ‘oh wait its coming to an end’ wait nope its worse again’. This is a very simple technique that is employed in almost all suspension. You don't just rise the stakes you rise and drop and then rise higher and then drop.
