Warner eventually has his Gatekeepers apprehend Bail after Rogue discovers that Bail is the notorious Tooth Fairy responsible for the heinous crimes they’ve been investigating.

Poppet learns of the crime and, in an unexpected display of empathy, takes a personal interest in the case, given that it was committed by a Judge under the Oligarch. He encounters the victim who is still alive and showing a level of compassion previously unseen, comforts her.

Poppet then takes the victim to a secret Heaven location, a place never before seen by outsiders. There, she is confronted with her assailant, Bail, now a prisoner. Poppet explains that Judges are expected to pass judgment on others, and therefore he believes it is only fair that a Judge faces a similar fate. He tells her that she may decide Bail's fate, presenting her with the option to torture and kill him. The room is filled with torture devices and intricate scalpels.

The once arrogant Bail begs Poppet for forgiveness and a second chance, claiming that he is a broken soul who can be fixed.

Poppet leaves her to decide Bail's destiny, leaving her stunned and overwhelmed by the weight of the choice.
