Poppet returns from the Heavens, revealing that he has been occupied with matters elsewhere since the beginning of the film. This reintroduction adds depth to his mysterious absence. Higgs is the one piloting the ship that brings Poppet back from the Heavens.
Upon arrival, Poppet makes his way to the Catalyst to meet with the other Judges, relaying important information from the Heavens. Zipher is present in this sequence, capturing his reaction. His appearance is brief, making it a powerful and intriguing moment that hints at his jealousy while maintaining an air of mystery about his true motivations. Including a partial appearance by Hamil alongside Zipher.

show that the advisor is growing and evolving: in one moment the advisor lies to the oligarch abotu something which leads them to being confronted by the thing the advisor told them not to worry about, they then challenge the advisor the next day and the advisor tells them correct and that it purposely lied to them as it needed to save those resources for something else. and that it plans to inform them of what it is doing all in good time.
it needs to be established poppet’s world view of things that everyone is a piece of this puzzle to make things pan out and that so is he, even the rebels and those of the opposite nature, its all just one big giant part of the game that he has to make sure everyone plays by, and ultimately he predicts the human nature of everyones actions, he has ultimate bleief that he can predict the way people behave and their actions and that these people in this world are not free of his predictablility, believes he understands them better then their inttentions. this should be told by poppet himself as his world view partially verbally during a scene but also shown earlier on that he is right, he could accurately predict the nature of much behaviour of individuals, perhaps even the rebels attacking at the beginning and thus why a raven was placed there by him as he expected the rebel attack examples like that need to be implicated to further poppets ability to predict.

The Judges have their meeting. It would be an excellent opportunity to foreshadow characters like Bail, setting the stage for his later revelation as the cruel criminal Rogue is investigating. Darc and Lock, along with other Ravens , would be present within the Catalyst, guarding the Judges.
Amidst this event, Warner brings Jorsse’s lifeless body before the Judges, believing it will prove his worth. However, he is told that the moon cannot be scanned from a body that has been dead for too long of a time, rendering Jorsse’s sacrifice utterly meaningless. The tragic futility of Jorsse’s arc—a character who believed so deeply in purpose, and even in death only met a pointless end.

The camera lingers on Zipher's reaction – a fleeting expression, perhaps of resentment or unease. His appearance is brief, a powerful and intriguing moment that subtly hints at a simmering jealousy towards Poppet, while carefully maintaining an air of mystery about his own true motivations. Darc and Lock, stoic and imposing in their Raven armor, flank the entrance, along with other Ravens, their presence a clear statement of the Judges' protected status within the Catalyst.
- Inside, the air is thick with unspoken tensions. Poppet addresses the assembled Judges, his voice calm but carrying an undeniable authority. At some point something like:
"The citizens of the Gates perceive the Heavens as oppressive, and frankly, their perspective is understandable," Poppet states, his gaze sweeping across the Judges. "The scarcity of food, a direct result of the Heavens' rationing edicts, is pushing them to the brink. We are fostering desperation, and desperation breeds rebellion. It is a calculated pressure, of course, but one that requires careful management."
- One of the Judges, perhaps more sympathetic to the citizens, interjects, "But is such stringent control necessary? To starve our own people?"
- Poppet turns to the questioning Judge, a knowing look in his eyes. "Everything, and everyone," he begins, his voice dropping slightly, drawing them in, "is a piece of a much larger puzzle. The Heavens, myself, even those who rail against us – the rebels, the dissenters – all play their part in the grand design. My role is to interpret the patterns, to anticipate the moves before they are made. The order of things, our ability to keep humanity progressing, stems from the Heavens, yes, but also from the capacity to understand and predict human nature. I have ultimate belief that I can foresee their actions, their desires, even those they themselves are not yet aware of. They believe they act of free will, but they are rarely free of the patterns I observe." He pauses, a slight, almost imperceptible smile playing on his lips. "The recent unrest, the attack at the beginning of this cycle... it was anticipated. The raven placed at our prison? My directive. Its success in providing early warning is a testament to this understanding."
- Another Judge nods, acknowledging the strategic victory. "Your foresight in that matter was… commendable, Poppet."
Poppet inclines his head. "Predictability is a powerful tool. However," he adds, his tone sharpening, "the most dangerous thing is an assumption. We must never assume our understanding is absolute, even as we strive for it. There are always variables. Which brings me to the information I carry from the Heavens regarding the… 'thinning' of unproductive sectors. They are considering measures some might term as a way to 'euthanise' failing settlements to conserve resources."
The word hangs heavy in the air, causing a visible stir among some Judges.
- Just as the weight of Poppet's pronouncement settles, the doors to the Catalyst burst open. Warner strides in, a manic glint in his eyes. He drags Jorsse’s lifeless body behind him, heaving it onto the polished floor before the astonished Judges.
- "Behold!" Warner proclaims, chest puffed with a twisted sense of accomplishment. "Jorsse, the traitor. He consorted with the rebellion, saw their plans, heard their whispers! I deliver him to you." He gestures dramatically towards the corpse. "The Heavens can scan the Moon of his eyes. Every detail he witnessed, every secret he learned – it will be yours!" Warner is visibly chuffed, convinced he has provided an invaluable asset to the Oligarch.
